That's what I meant by a tradeoff, the upload speed sucks, allowing the download speed to be greater at less cost to the school.

Eh, that sounds like shoddy reasoning to me; I can't imagine that an ISP would be that fair and logical with their pricing schemes.

Judging by the speed it could simply be regular "home" fiber connection and not a business line, which would explain the upload speed. It could even be a business class fiber connection, just not a hosting plan so again the upload speed is largely irrelevant.
