I think the reason for that is kids are getting access to technology such as TIs earlier and earlier in their education as the educational system begins to embrace technology as a teaching tool.

They probably don't want to spend a lot of money.
I was only in one math class where there were calcs to loan out; in all of my other ones, the students were expected to have purchased their own.
We're getting off topic again...
