No, we just let the inactive users and all of the search bots vote as well. The results are still valid.

Well, you have the footprints from different languages -- a search engine like Yahoo! sends out one bot per language (since there can only be one language per bot), and if Kerm allows Yahoo! bots to vote, then all of its bots will cast the same vote, since they're all bound to the same Collective.
