I found a fix for the "missing menus" bug encountered with certain software configurations in Ubuntu 10.10 Maverick, and it was finally posted on the blog "OMG! Ubuntu!" Very Happy
So, if you run Ubuntu and encounter this with things such as Audacity, or simply are curious, go to this link:

Such a software configuration is: FileZilla or Audacity with Ubuntu's version of the Global Menu panel applet. (It is triggered by a bug in the applet, and it doesn't matter whether the applet is active or not.)
