Does XNA count (C# dependant)?
Raylin, that is perfectly fine. You should look into Windows Forms and Command Line programs as well.

I am also not proficient but I can test on Linux and Windows XP/Vista.

tiDE is an Integrated Development Environment geared towards TI calculators. It features a full suite of tools-an assembler, an editor, and an emulator, along with more useful tools, and pulls them all together to make it easier for the developer.

While I do (somewhat) know C#, my time is pulled wafer-thin at the moment.
