This second photograph was found on the John Wihksne Collection, and is properly captioned “Opening of the new (1940) bridge at South Fork”.

Perhaps, actually and South Fork is a part of Canada.
You can tell it's a different scene because the cars are lined up differently.

Picture Two, P2
While P1 is facing towards the line of cars P2 is facing away from them as you can see the back of a car, similar to the car that is in the left corner of P1.
This could very well be the same event.
That one car has ribbons on it too.

And I admit, I forgot to mention P2 has ribbons just like the car I mentioned in P1.
