Exactly what I said in the title, can I transfer files with any mini usb to mini usb cable between calculators? On a TI-84 Plus CE-T Python Edition
Yes you can, but some models you can't connect together, like a ti-89 titanium with your ti-84 + ce-t python, and some older ones. I'm not exactly sure which calculator models aren't compatible with the mini usb to mini usb cable, but I think that most of the 83 and 84+ families of calculators should connect well. Here's a link to a ti education article I found.

The cable needs to have a mini-A end and a mini-B end. Some (non-standards-compliant) cables might match mini-A to mini-A, or mini-B to mini-B, which won't work.
A trick I used when my male to male micro USB didn't work (I ordered cheap Amazon ones) so I used the Cesium shell USB transfer to use micro USB to USB adapter and then a charging port in the other end. This set up works for link between calcs, USB to calc, computer to calc, etc. It's just a little bit janky
