I am working on a 84CSE version of the german crypto device and was wondering if it had been done before? the actual wheels and crypto codes are publicly available so it's no secret, just thought it'd be an interesting topic.

It is interesting. I've written an enigma simulator in python / pygame and also one for the TI-99/4A. The CSE's BASIC is a lot more limited in commands/structure compared to the 99's and will make things a bit harder. It should still be doable though.
I was considering writing a version for TI-89 / Voyage 200.
