Does anybody know if the clock speed (15MHz) of the calculator is the same as the memory clock speed ?

Yes, it is the same. The Z80 is a simple CPU.

One more question: With the memory clock speed: Does it refer only to the RAM or also to the Flash-ROM?
The Flash too, and reads to memory-mapped Flash sectors proceed at CPU speed. Flash writes are much more complicated: https://wikiti.brandonw.net/index.php?title=83Plus:OS:Raw_Flash_Commands
