Try to press [2nd] + [DEL] + the reset button. You might reinstall the OS after that.
Yeah, this is a relatively common bug, here is
a link to another person who had the same bug and was told what to do in more detail. It may or may not have been fixed with the newer OS versions, I thought it had gone away, but every month or so, someone shows up with the same thing
There may be a correlation between having grouped C programs, but that has not been proven.

If it is a common bug, why hasn't someone made a sticky for it. It'd stop some confusion, and probably a lot of stress, too. Otherwise, stw (search the web).
This bug happened to me, and I didn't search. I asked.
